Number under hood

I have a question about a number that is on the backside of my hood. It is C-09-92. White numbers painted and about 1 1/2 talk. Anyone know what they mean?

I'm shooting in the dark here but it's a good possibility the coolant in that truck was checked in September of 1992.

That or CARC applied sept. 92.
