Oil leak?

I noticed that there was a good amount of oil on the top of the axle and inside the bay.

While investigating, I noticed a pipe coming off the top of the valve covers that just opened up next to the fender and looks to be the source. The pipe is flared, and looks like it should have a hose on it.

Any ideas?

I like to replace mine(if missing) with a piece of hose long enough to get just below the axle.
