The 3 little round thingies are capacitors that were hooked up to the wiper motor...that wire I'm not sure...I'm not sure where that's at!

That blue wire is for the M1010 rear heater fuel pump or something M1010 related. Not needed. I see that closed loop all the time. Remove that and discard it. Looks good.

Yeah, somebody wanted to remove them from the wiper circuit, and just took a shortcut instead of removing them completely.
They aren't hurting anything, and they aren't helping anything. Might as well toss them. Or not. It's not going to make any difference except visually.
