I don't know the nomenclature, but they look like a portable rack system for any computer/electronic/radio gear setup. It's general purpose, not meant for any one specific installation.

Hard to say what would've been in there, however one of the slots is labelled "KY-75 RCU" which means it had the KY-75 crypto unit in there ('RCU' is the Remote Control Unit for it) and that specific device was used for HF sets. I don't know specifically what HF sets would've been in there, but seeing as it has labels for 'RADIO 5' etc., guesses are some sort of aircraft HF sets would've been in there. The paint jobs on the case suggest Air Force or Navy - my guess being Air Force. It was probably a quick-deploy HF station concept - though it looks as though those boxes remained NOS and empty in some warehouse their whole lives.
