I would like mount the radio mounting shelf but the threaded rivnuts are all loose - any suggestion on fixing that problem.

You can try compressing them further so they grab onto the metal they're installed in a little better.
If you don't want to spend the money on a full size rivnut tool (which I recommend, very handy!), you can just get a manual rivnut tool that's good for doing ones or twos (just find the size you need, they're linked in the "Frequently Bought Together" section).

Which ones? The 4 in the deck or the 2 on the dash? Either way, they aren't conventional rivnuts...not sure what they are called, but they are pressed and crimped form the sides at like 3 or 4 points, they are a real PITA once they fail.

The deck plate is a separate piece that attaches from below the deck. The 2 on the duct can be replaced 2 ways. Either punch out the old ones and leave the bits and pieces in the duct and install 5/16 rivnuts/nutserts in their place or remove the duct and replace the 1/4-20 rivnuts that are in it.
