if it isn't getting power from the battery, then you should figure out why it isn't getting power, rather than replacing the part you say isn't getting power?
The way the HMMWV is wired the heavy gauge wire from the + battery terminal goes to the feedthru stud in the left front of the battery compartment in the battery compartment. Underneath the truck the cable attaches to the other side of the feedthru stud and goes directly to the starter motor. On the same post as the heavy lead on the starter there is an 8 gauge wire (about the size of a pencil) that goes directly to pin E of the engine compartment connector. If you don't have power on pin E then you may have either a broken wire or the terminal on the end of the wire where it attaches to the starter has broken off. Get under the truck and look at the wires around the starter motor.
