Reviving and old.. thread..notice the whistle..CTIS seal leak ?… blinking HWY light, tires (4) aired to only 35psi... when I tires to engage the sand mode, all 4 CTIS light started to blink.. thoughts?
so..I went to lunch..returned to the truck to start the diagnosis... nothing...CTIS flashes all 5 modes lights... no building pressure..and the fan is continually on...at 165-ish degrees?...seems no air pressure to fan ?

That is sad and spastic... I had a problem with my CTIS where "it works - it doesn't work" and strangely in my particular case, unconnecting the box from the wiring I discovered a white powdery look. Got after it a little with canned air. Disconnected the batteries - just to make sure I didn't cause a problem. Then I got after those connections with a cheap brass toothbrush. After I go them cleaned up, added a little anti-ox paste and plugged the controller back in (six or eight times to spread the goo) and hooked up the batteries. The CTIS on that particular truck has worked for months without any more problems.

The "fail condition" for the air engagement on the fan clutch is to be ON.
Is it possible that you have an air leak? Where maybe you could add "house air" to the red gladhand (CHOCK YOUR WHEELS FIRST) to air up the truck and see if you can find a hissing noise? You won't be able to turn the fan by hand if it has no pressure. That is a cheap way to diag the solenoid.
