A friend of mine who lives in illinois has a five ton cargo.
He has no sf 97 form for it. Is there a way he can title it
without the sf 97 form. I think some states you can without
it. But not sure. I told him i would ask here to see if i could
find some info. Thanks

Most likely he can get a bonded title. Call the licensing authority for Illinois and ask how he can get a bonded title.

Do a search on title companies. I have made comments about them in the past. Do it right with a bonded title.
