It couldn't hurt to pull them and have a diesel shop pop test them. I'd do that before I swapped them out.

I should mention also, when getting ready to set the overhead, I attempted to stop the engine using the emergency stop lever. However when pulled, it did nothing. The engine continued to run, unaffected. Same result if I actuated the lever directly on the pump outlet. I am not sure if perhaps it is related to my low power issue.
