Transmission kick down

I’m looking to find out what my next steps would be to diagnose my problem. I have a 6.5 4 speed and the trans holds high rpm at low speeds without kicking down. 2200rpm@50mph. I changed the trans fluid that’s all so far. Anyone give me some advice?

My accelerator wire was rusted and stuck. I live by the ocean. Some WD-40 and a nice new stronger return spring and my RPM's went to normal.

Are you saying 2200 rpm at 50mph is too high? Where would you like it to be?

I get 2000 rpm @ 50 mph, 2700 rpm @ 70 mph with 6.5 TD, 4l80e, 3.08 diffs, and 37” tires. On flat roads.
Also, you stated 50mph is slow speeds? How fast do you think these go?
I’m just going by what someone told me that the rpm’s seem high. I get 24-2600 @70
