In the eyes of the law, your truck was abandoned. They did standard operating procedure.

You should have had all your bases covered before purchasing.

Nobody is at fault besides you.

Now there's a good idea. He could get it back at a fraction of the impound release costs.

Yeah, I get it. The guy screwed up. He was taken advantage of and didn't have a solid plan. Can we stop kicking him now and perhaps provide some constructive advice?

The winning bidder at the Phila Parking Auction gets a PA title--Title arrives 2 months later --big older trucks sell around scrap value and scrap prices are low at this time
Nice! The worst that happens is @TheTrainMagnifiq gets outbid at auction and doesn't lose anymore money. The best outcome is that he gets his truck back for cheap. Seems like a win-win.

What kind of help is he looking for? Does he have a plan in place now if he did get the truck back? Where is it going to be parked? Parking it on the street near some shopping complex is not a plan. On your property (not the public street in front of your property) or at a storage yard. keep in mind some cities and/or homeowners association’s will not allow you to park that type of stuff in front of your house even if it’s in your driveway. Must be in the back. Is the insurance situation worked out? Have you got a commitment in writing from a place that can insure it?There’s my constructive advice. Do your homework before making this type of purchase.

In December 2018, I contacted the towing company to ask if it could be released at a discounted price after explaining the situation. They said no so I proceeded with contacting the PA Attorney General's Office. Nothing came of that so I asked again for a discounted release and asked again in a couple other calls. Each time there was a different manager who was put on the phone and each manager asked me how much money I had and told me the lower amount would be considered and they would call back soon. Each time there was no call back.

In one of the more recent calls I contacted the police first who contacted the towing company who said they would work with me on the price. The police also tried to tell me that the truck wasn't registered and my current VT registration expired in 2010 which makes no sense(I've seen examples of what they see on their terminal and I have no idea how the date was read wrong). After that I called later down the line and they said if I can't pay full price for the year and a half it was there then "there is nothing else we can do for you. We have to dispose of it and sell it for parts." They said no payments and no auctions because they were protecting my asset for too long.

Now I'm sure after I contacted the AG they didn't just hold the truck out of the goodness of their hearts. They were anticipating a big payday and stalling each time I called acting as if the previous call didn't happen each time. ~Actually they knew the previous calls happened but felt like nothing was discussed during them.

Contacting the AG, police or anyone else is not going to help your situation here. It’s out of their hands. You need to call the impound company and just make them an offer. If you say I will pay x amount in cash tomorrow final offer they may just take it. And if they don’t agree to the amount you offer tell them that’s unfortunate and to call you if they change their mind and then write this thing off and move on with your life.
