Unknown part -- M1097R1

I recently acquired an M1097R1 #501476 from GovPlanet
I have the attached picture laying in the back seat. I have no idea what it is or what is it for.
Please help identifying the item.

Plate is to mount the upgraded gm style scissors jack under the hood on the passenger side. There is a black plastic cover that goes over it.

I have pics and a write up on Juan's m998

I looked at 100 m1097's in Mobile and all most all had the plate thrown in the bed with few covers and lots of other junk......
