What is this mudflap part?

There is one of these on each mudflap panel. Does anybody know what they are?

EDIT - I'm referring to the small piece held on by two bolts. It appears to be made of rubber or plastic.

They are so the dropsides dont dent the mud flaps. Only dropsides have them.

Just a guess... maybe part of the brakets for hanging additional side skirting to protect the tires, It's hard to tell for sure.

i believe they are to keep the dropsides from hitting the tires but the only work with singles .

I just thought mine were worn out, My sides just hit the tires.Still going to hit the tires when I go single 1400s

they are so the drop side does not hit the mud flapa nd dent it. emmado22 is right.
