Why are front rims positive offset?

No. The part of the rear hub that is flipped, does not exist on the front.

what? yes, the 'hub' is there, it's just inside of the brake drum. the actual 'hub' is the exact same part, front and rear.

There are other threads here on SS showing and discussing the mounting of DUALs on the front axle... I don't believe that clearance is a problem on the M35, but steering would most probably give you POPEYE-ARMS
