Can you jump the batteries with one of those mini 12v battery packs (2000A, 18000mAH)

Yes but only across 1 battery. If the other battery is dead that it might not work. If you have 1 battery that is weak then you can use that battery pack on the weak battery.
You CAN NOT put it across both batteries. If you have 2 battery packs then you could put 1 on each battery.

in this case, the rear battery is the weak one. So if I put it across that batter and try to start, it should be ok?

If you mean connect to the positive and negative posts on the low / weak battery with your jump start box - yes. That should work and has worked in the past on a lot of 24v machines. It may not give you much "juice" but it is worth a shot. Otherwise, put a charger on each individual battery overnight.

If you have a "week" battery then you should replace both of them before you get some real grief like a smoked EESS or burned up regulator.

if you have the old 60 amp system, you should rotate the batteries every month or so. The front battery tends to receive a little more charge than the rear, and over time that imbalance grows to the point that the front battery dies from overcharging, while the rear dies from undercharging.
It's not serious short term, but over a long period of time it can eventually lead to some serious issues.
Another option is to hook up 12V chargers to them individually to bring them up to full charge on a regular (like monthly) basis.

Check this out. Harbor freight jump starter thinking about hooking it up to a nato slave cable. Much cheaper than the Noico and imop a must have for the hmmwv in 12 volt world. Any potential harm to the electrical system (1165 a1) through the nato plug?
