Shoot, it's possible i've talked to him before :!:. There has to be some way to log his IP address, then block that address for good. If he's as broke as it sounds, then he's probably only using a handful of computers anyway.
If he lives in a trailer/mobile home, it could always be "repo'ed"...
Step 1- remove hood.
Step 2- place hood upside down in yard.
Step 3- jump on hood like madman on meth.
Step 4- installation is reverse of removal.
In all seriousness, it'll probably come out without much work if it isn't creased.
Inform them in writing that it isn't a commercial vehicle and that you would like to see their definition of commercial as well as the ordinance, and also inform them that since you are not in violation as written, the vehicle will not be moved. Then, if they decide to tow it, sue the snot out...
Check Craigslist in the South. Apparently someone down here just dumped off a whole mess of them. There's a bunch in the atlanta area, as well as eastern NC.
How does the M915 handle interstate traffic compared to the 6x6 tractors (sorry, can't think of the nomenclature right now)? It seems like it could run a bit faster and maybe more agile too.
I think a DT444 (the basis for the Ford 7.3) or the DT466 would be good in terms of reliability and good power. The 5.9 Cummins would be very reliable. I think the newer motors (6.0 and 6.4 Ford, Duramax, Common Rail Cummins) would have WAY to much in the way of electronics to make them happy...
I would fight it, if not for the money then for the principle of it. Don't go straight to the top, start with the first person you see, then move up from there. Eventually someone will listen or will give you what you want just to get you out of their hair.

Another GREAT kit is made by Meguiars (spelling). It comes with some Plast-X (which in and of itself is great), a microfiber towel, and a buffer attachment for a drill. Made a world of difference on my Vic, and it's only $20. I got mine at wallieworld, but auto parts stores should have it.
Nevermind. I just checked it again, and it's going for more than I want to give for it. Like I said, i appriciate the responses and will keep you guys in mind if anything else turns up around that area.

I've used it on some body panels on an old truck I used to have. The key is great surface prep, otherwise it will stick well in some places and not at all in others. I was happy with is as it did what i wanted it too. It's hard to argue with the availability of it, and if you scratch or chip it...
Try junkyards, craigslist, pay attention when you're riding down the road. I've seen a lot of them just stuck out in the woods, all forgotten. GSA seems good too, but they're stuff is full size and usually in large lots.
Thats all good stuff to know. IIRC, i think the going rate to add weight to a tag is $10 per 1000 pounds, or at least that was what I think it was when I added to my truck.
