Try outside King county. I wouldn't want to drive one in Redmond or Bellevue unless I'm headed out of town and never come back. The cops will absolutely pull you over.

For the low speed issue, the cause might be the bands slipping in the transmission.

Make sure you are using a known good cable/adapter from the laptop to the ecu and the serial port works on the laptop.

Which LS engine are you going to use? The LS1, LS2, LS3 and LS6 will have its power band in a very different RPM range than a diesel. I'm not sure if that matters to you, but it is noteworthy. There are truck versions of the LS engines that might be a better fit.

In WA, it won't matter if you have a CDL or not. That gov is so corrupt it doesn't matter what you have. Its more about who you are.
