It looks very similar to the radiator shutters on the Mobile Machine Shops (trailer mounted). The shop power unit shutters are controlled via a cable though, not an air cylinder like yours.

Both the M105 and the M200 will go 70 mph quite nicely.

I have always used a sealant on the freeze plugs on the engines I have built. Never had a leak or blow-out.
