So today I got in there with a pick and tiny brass wire brush, and cleaned all the cruddy moving parts with pb blaster and brake parts cleaner, blowing it out often with compressed air. It took a little finess, but I got all the parts cleaned and moving. Put it back together, and it instantly...
I got the shut off solenoid off the top of the pump today. Plugged it in and grounded it and the solenoid works perfect. It was loud and easy to hear. So definitely something was holding it from releasing. The inner parts in the bowl beneath the solenoid was rusted up pretty good. I can't tell...
I did forget to mention the throttle lever on the pump was stuck when I tried the pedal. I disconnected the throttle cable and got it to free up with a little extra pressure. It started moving easily immediately. That's why I think the fuel shut off solenoid may be stuck also.

Got mine today! Would not start. I suspect the high pressure pump under the manifold. Fuel came out the bleeder by the front wheel like crazy, but after cracking open a couple injector lines, I couldn't get fuel to come out
I just got some pics. The ring was removed but the rest of the roof support looks like it is still there. Not sure why they had to remove the turret ring that you can buy on the civilian market.
Yeah, that's some bull $#!+. If anything, they should definately refund the buyers premium permanently. Then do the 10% deposit thing for anyone still interested in this fiasco. I passed up on a couple wreckers I really liked because my money is sitting in someone else's account.
