I believe it is Eric Purduhm's truck, it is very nice and in above average shape.
I believe this truck has a high speed TD trans, so it should be able to reach full freeway speeds.
Pull the inspection cover and use a light to see the flexplate , they tend to crack around the crank bolt area. Look for rust lines(usually a crack) and check converter bolts .
Which trans do you have? If it is a 700R4 there are a few things to check, look in the pan for clutch or metal debris. Look at the reaction drum surface for discoloring or metal to metal contact(worn 2-4 band). Chattering in gear is usually a sign of worn out friction materials.
Just a tip on your teminology, a "Short" in a circuit will blow a fuse, an"open" in a circuit is a broken or disconnected wire. A good test light and some time should get your problem solved 8)

I have found and shimmed many while working at GM dealers before recently retiring, including my (now gone )83 Blazer. Without a shim, the gear would lock to the flywheel.

Without knowing the t-case#, I can list some common causes for you to check.
Worn shaft bearings, loose or worn shift fork, worn engagement collar and mating gear splines. excessive movement(bad mount), Binding linkage.
