That would be a M88 Hercules Recovery Vehicle. Very large, very useful. It also looks like an early model. If it is worth anything, it will be hauled down to Anniston for conversion into a more modern M88A2 Hercules, with new engine, tranny, etc. If it's not worth it, it will be hauled out...
I paid $100 to take a M416 bed and frame to bare metal, but that was 12 years ago. It was also the only time I ever had sandblasting done, so I don't have much to go on. Most times I sand it myself and spray over metal.

Perhaps it was a MWO to upgrade the plate? Or maybe the original had been taken off for some reason (broken, etc.), and was replaced with a civvy 5th wheel?
Where would the clearance issues come from? Would flipping the hubs help?
Stock tires on the M915 series are 11R22, surplus replacements, using the 20 inch rim, could be 395/85R20, 14R20, and 16R20. Heights of the above tires:
11R22 - 44 inch
395/85R20 - 46 inch
14R20 - 48 inch...

It's common for a unit to clean out their cann points (Cannibalization Points) once in a while, and the hulks end up on GL. There was a 5-ton auction recently in Kansas, a bunch of 939-series 5-tons in scavenged condition made it out. No demil required. Get some new parts, Lego-build it up...
