The solenoid puts the xmsn in 5th gear/TC lock-up @1300 rpm +/- and prevents trans slippage (when pto is engaged). In this condition the pto will spin @ proper rpm for the main hyd. pump to have required flow (gpm).

Usually your 8 digit engine serial number (ESN) is all that is needed to get gaskets, castings etc. Your critical parts list number (CPL) comes into play for any component that affects horsepower rating ie; injectors, cam, injector pump, etc.

You will definitely want all three dimensions of movement between the wrecker and disabled vehicle. Most of the time your attaching chains will not be hooked at the same lengths...without the towbar being able to twist it puts a lot of force on one side. I built a holmes 750 "like" arrangement...
The unitized style seal SKF (CR) PN is 47660 and the National PN is 370051A. I have had good luck with both of these in the drive axles (M936). If you haven't installed this type of seal before, read the manufacturer's install procedures...this style of seal is not installed like the steel...
I am not sure if you already bought the new seals, but if you haven't yet, you could go with either National or CR "unitized" seals and get away from the old single lip seal and wear ring assembly.

What might have happened is that the fuel tank had been overfilled at some point and the fuel got "vacuumed" into the transfer case and subsequently (after overfilling the t-case with diesel) was "vacuumed" into the air filter housing via the vent circuit. Remove the t-case fill level check plug...

From what I can tell from the picture, these are early 90's 1900's....probably have mechanical 466T's in the 200HP range (+/-) probably (-). But some the the best built International engines ever made. I really like the 5.9 Cummins family, but would rather have an old mechanical 466 any day...
