Rather than a fitted cover I think some type of rain shield would work better with the steel cable. Kinda like a bikini top on a jeep. Would protect it from the rain but not trap any moisture.

Could be an airline partially blocked (ice, dirt,etc). The old hydraulic brakes on my m816 wrecker would lock up all 6 395's if I stomped on it and the m939 airbrakes are supposed to be even stronger.
Pinion brake would work for that 1 emergency stop from highway speed. Warp the rotor but that's better than not stopping. Can mount up to 4 pinion brakes on the rear axles (never the front axle). Bad idea to plumb it in to automatically engage, leave it as a separate system.
