    No, IMHO you have proven that TCM is bad That makes the third one in a row that turned out to have had a bad I/O port on the TCM ronbo-3 steelsoldiers and now you. I would have thought the PCS would be a robust and reliable unit but that does not seem to be so.

    Makes sense to me, I will bet if you pull the cover off of the PCB you will find some fried components on the circuit board. You are saying the volt meter does not show the usual drop in voltage as the glow plugs draw current from the batteries yes?

    The C and D you see on the schematic is for the connector at the trans not at the TCM, the ones you want to look at at the cannon plug (J1) for the TCM is lower case k and g D and C on that connector is used for something else.

    You said you had 4.8 ohms from k and g was that with the cannon plug removed from the TCM box? If so you likely have the same thing at C and D, Swapping is simple just unbolt the TCM case (4 1/4" nuts) from underneath the body and pull the box.
