This past weekend I resolved a similar problem; however, replacing just the purge valve was insufficient. Required replacement of the "Turbo-Saver" valve due to debris (and age) keeping it from seating sufficiently. If the Turbo Saver valve does not seat correctly it will let air pressure build...
I agree in that it appears as though there is no cooling occurring.
There was plenty of coolant coming out of the coolant lines when I dis-assembled the unit. No coolant observed in the wet tank or Air Dryer.

My Air Dryer purge valve failed over the weekend while doing a prep/maintenance run. Fortunately I was back home when the air pressure dropped to 60 psi. Getting a service kit from Eriks Military surplus - should be a quick fix and up and running by Thursday....
