It looks like a cap from a metal halide ballast. what is it wired to? if the resistor is paralleled to the cap the resistor is a bleed off it slowly drains the cap when there is no power applied

smoke can be bad timing, it can also be wetstacked. Check the TM for the timing procedure (theres marks on the flywheel and IP) if its timed right you might just need to burn the crap out of it.
10 awg 12 awg and 14 awg actually are rated higher than 30 20 and 15 respectively. In the ampacacity tables of the nec theres a foot note that restricts them to 30 20 15. The other thing to consider is insulation grade, routing method (conduit cable free air) and length (tap rule)
