What do you think you'll do about the crack if you are not going to rebuild it? JB weld? I have never used it, but I have heard that JB weld will seal it up and it lasts. Maybe others on the list have more experience with it, or other ideas.
I think it would make sense to pressure everyone to help. It is in GP's interest to lobby the states. If guys stop buying their trucks, or bid less, they lose money. If states crack down on HMMWVs, the dealers who sell them will lose money. The guys who bought them, and now have on-road...
Here is the problem. That HMMWV has a high probability of having a washed title. That means, it came out with an off-road use only title, and someone washed it in a title friendly state. Now, you have it. If someone has problems with THEIR state...their state rejects the title you gave them...

Double check with them. I was told in the past that GMA would not sell HMMWV doors. Tops...yes. Doors...no. I realize GMA is not JJ or Breton, but you should double check that first. Of course, things could have changed.

I have purchased new screws at some point, probably from Memphis. There are probably other places that have them. I also have removed them and used a bench grinder with a wire brush wheel to clean them up. They cleaned up very nicely. That could be a thought until you buy the new screws.
I suggest some Power Service Diesel 911 (along the lines of what Daybreak recommended). Change the filters and go half and half (half 911 and half fuel) in the filter...then add the appropriate amount to your tank. The instructions are on the bottle.
I can't respond for Germany regarding your laws, but they are street legal in the U.S. They basically are commercial trucks that the military bought with some military-specific hardware.
