One thing not to do is use any biodiesel before you get a handle on this. It acts as a solvent on the crud that builds up in fuel systems and will clean it out eventually but in the short term it will add to the pain.
My 1300L also has crud in the fuel system from sitting in a depot somewhere...

It could be stuck travel lock. That's the T handle next the bottom of the tire. The cable needs lubrication and if they aren't they can get damaged. I think they can get stuck closed. The boom isn't lowering with that latched. Also could be travel locks are not disengaging

When I think about it, if you are turning it into a dump, then you do want heavier springs. I guess I was thinking that for off roader you would want softer springs then one needed to deal with all the extra weight of SEE components. With a dump you may want to keep the frame reinforcements.
