The new VR does not require the "Fuse Mod"
It does not require the MOV mod.
It works in generators that have defective Quad Windings.
Virtually all parts are replaceable.
It offers a greater output voltage adjustment range.
The Varistor is not part of the official "Fuse Mod". The addition of the Varistor is done to protect the A1 Voltage Regulator from damage. The Fuse Mod only protects the Quad Winding in the gen head should the A1 VR fail and short out.

Those are insulated posts that the battery cables can be clamped to should you disconnect or remove the battery.
Insulated so you can still pull start and run the generator with no battery in it (so they don't short to each other or ground)
