The military uses DOT 5 , you probably need to drain (or suck some out of the MC) some brake fluid and test it

If it doesn't run with it all the way out you still have a issue that needs to be addressed . it sounds like the fuel solenoid is going bad .

It not really a sealed system the transmission is vented through the air intake most likely ( not real familiar with the venting on m151's) . But It vents some where or it would blow seals . So in a humid climate moisture can get in through the vent.
That the air dryer , when was the last time it was serviced ?
