With a 12 volt system you can only jump 1 battery at a time on the 24 volt system. So you could jump one battery and let it charge for a while and then jump the second battery to see if it would start. Do not let the vehicles touch. Other than that you would need to jump it with another 24 volt...

There is no filter before the piston pump. I've seen debris get into the check valve and hold it open.

3116 uses a piston pump in the governor housing. It has a check valve before the pump and a pressure relief valve where the fuel exits the front side of the head.

Yes. There is. Fuel from the tank travels to the little piston pump on the front of the motor. From there it travels thru the filter to the back of the head.
