It's designed with a drain hole/holes in the bottom. There is a spring loaded drain plug that fits in it and I have seen nos replacement plugs sold in the past.

You most likely have a bad cold advance solenoid. Unplug it and see if you still have revving issues. I had the same issue with mine and I replaced the solenoid and never looked back.

They sell them every day zeb. If I wasn't retired I would loan you one. The light bulbs are 24 volt but they will still shine with 12 volt. Bring 4 chain links for the added length needed for the safety chains.

Is your cold advance solenoid working properly. Mine had the "mind of its own" revving symptoms when "cold started" . Turned out to be a finicky solenoid.
Most likely you have a cracked injection line or two at the flare nut end from over manipulating, over tightening, or from good old vibration.
They are known for cracking at the nut. I replaced all of mine on the 1009 when I got it several years ago. I had 4 cracked ones when I pulled it apart...
