In addition to my suggestions above, isn't C&C Equipment (a SS vendor) fairly close to you? They should have mountains of 9.00x20 tires on Deuce wheels.
I just went through 30 tires/wheels in this way; disposed of the old cracked & worn-out 9.00 tires and swapped in 10 11.00 tires on the Deuce wheels.
I made sure to clean the rust off the wheels & lock rings where they mate together, and by setting the tire underneath my trailer with a locking...
You should be fine then. Be sure to check your axle vents to ensure that they're not full of gunk/dirt/debris, which will build up pressure inside the axle and wipe out your wheel-end seals...I think they're easily removed with a 7/16" open-end wrench, and you can clean them right out that way...

IIRC, run-flat inserts for military vehicles weren't to prevent "loss of control" while driving when a blowout occurs, but rather for when the tires go flat and/or are shot out under fire, and allow the drivers to get out of the danger zone & somewhere safe....to continue/accomplish the mission...
