Yes, you should have continuity to ground if that is the white wire coming from the 4WD indicator switch. You will need to select 4WD to close the switch to ground.

The Wait light is turned on by it's own transistor from the glow plug card.
The glow plug relay is turned on by a seperate transistor.
Check to see if the glow plug relay is closed the entire time the Wait light is on.
Either way, it sounds as if you have a defective card.

KsM715 is correct about the cable clamps.
Just remember this saying when installing cable clamps "You never saddle a dead horse" The saddle goes on the "live" side of the wire and the U bolt goes on the dead end.

Antique tags do not require the annual state inspection. Vehicle has to be at least 25 years old and in like new original condition.
Classic tags require you to get the vehicle inspected. And it too has to be in like new original condition.
Both have a $75 one time fee for the tags...

On my M1009, I installed the IP then installed the lower injector lines. It takes a little bit of doing to get to the lower lines to tighten them but it can be done. I think I used a long open end wrench and was able to get to all of them.
