Not meaning to be a smart a$$ , but do you have the cover on the right way? The one pice covers have a front and back. If put on backwards it will start to rip seems. I've seen alot of them on wrong. I'd hate to see you spend alot of time and $$ just for it to rip again.
It sound like too much space between the shoes and the drum. The frist pump pushes the shoes to the drum and befor they come all the way back, the 2nd pump does not have to push out as far. Hope that make sense.

It's on a M135 and it is made of sheet metal (steel). I'd guess it's about as thick as the boady panels (16ga). I can try to measure it if you need me to. It's a military hard top.

The belts for a springer seat DO NOT mount to the cab frame. They mount to the SEAT. And then there is another short belt from the seat mount to the cab frame. If you mount the belt stright to the frame, as the seat moves up and down the belt will losen and tighten. If you hit a big bump/pot...
