Might be worth reading through this thread from the beginning. There are a few "pissy" comments between members, but there is a solution to having your brake lights work without having to remember to turn on the headlights.
.
It's a Grove Crane.
There is some information, but it isn't very well documented and the fine folks @ Grove aren't very fine at all in my opinion. They aren't willing to sell you a proper manual either. There are no locks that would be stopping you at 3 degrees.
.
I think it has something to do with age.
Remember when the big fat tires on the back of a Camaro or a Mustang was "the thing"? We did it. Now days, bigger fat tires are just all the rage.

Well then... Welcome to the Outfit!
Interesting black & white picture. Did you buy this truck from another MV owner rather than at auction? I see a nice radio antenna staked down there on the right side. Is it attached to some sort of COMS unit? Maybe some more pictures too!! We are...
.
@customcarswy , That really is good news!
So, if I remember correctly the Tipper PTO is what was running all the time? If so, all we gotta do is figure out if something bent the linkage or if maybe a a "jam nut" came loose and let the rod turn possibly. Definitely shoot some pictures if it...
.
Silly as it sounds - wonder if the linkage is bent? If you pull the pin, you should be able to push the lever forward and backward. Just to see if you can try pushing the lever all the way one way or the other and see of the truck cranks without engaging the PTO? Might be that when you pull...

Well, well, well... What a good deal. Now you have a reason for the HMMWV to be a business expense now! Seems like there are a lot of folks who might be willing to spend money to have that feature.
Before you spend a lot of effort, two things to remember:
There are a lot of folks who...
.
Generally the PTO on any truck is OFF (should be turned off) unless there a reason to engage the hydraulics to lift the bed on a Tipper, or the winch to pull yourself out of a sticky situation. It shouldn't be on at highway speeds for sure.
.
AND sometimes you just have to do it because it needs to be done with the tools you have.
Before I had a gantry, I used a tree.
Before I had a chain-fall, I used a come-along.
Before I had an electric chain-fall, I used the manual version of that tool.
Used to have a hodge-podge box of...
.
Just want to chime in and agree that this is a lot of work for no benefit on a HMMWV. Agree with @Mogman that with the same "last two gears" being identical to the 4 speed version. You won't be going any faster with the swap.
.
Not good, but a lot of members (including me) have insured newer FMV's. Keep calling agents. There are definitely members in NJ that might be able to give you suggestions.
I have State Farm and have also used Farm Bureau. First calls to both places said no. Stupid as it is - keep calling...
.
@ToddJK , that looks pretty good. It isn't a Navy wrap, but those are done with round rope. You mentioned avoiding a rope burn on a turn - so that is about the only suggestion I could have had to offer. Having an emergency supply of tie-down materials gives it more usefulness too.
Made...

Crank the truck. Air to full, then off the truck. Maybe you can hear it or maybe note. Get a spray bottle and use dish soap and warm water. Spray everything in sight that looks like an air hose or air line. Start up front with the glad hands at the bumper. Get the lines behind the grille...
