Mostly no. It can overheat if the pull coil stays engaged, but that is energized from the starter motor. If you want you can make sure there is 24v on 1 or both wires when compared to the (third) ground wire, and then only +24v on one wire when running.

Apology. Didn't know the heads were different? Seems silly. No combustion chamber to really speak of just flat with 2 valves? Is injector angle different due to different piston bowl? Rest makes sense.

Just the governor on the back of the injection pump. You can swap governors, or the entire pump assembly, to restore variable speed operation for road use.

The heavy duty engines (855) require a different doghouse, and probably a few other such mods. Should be no big if you go that way but I don't think you are. The $1900 8.3L eBay bus was listed 3 times with no bidder so far, they will take less, but you will have to throw them more cash to pull...
That is because the mil 8.3L is equipped with the Bosch MW pump, 10mm plungers and shorter stroke. Once swapped to a 12mm P7100 pump, then it holds true. Will find out more about required turbo and injectors to achieve this.
