Cast iron is not easy to weld, properly.

Looks like it froze. The only things I think you will waste by trying is upper gasket set and fluids. The new sleeve can be transfered to a replacement block.

They don't have an adjustable overflow valve. That is typically an aftermarket part.
Have you replaced the soft fuel lines on the suction side of the system? Fuel filter(s) together correctly? Tank have fuel? Pickup tube removed and checked?

You don't need to be in a hurry on the alternator as long as your electrical loads stay stock or near stock, your engine starts quick, your batteries are relatively fresh at 5 years old or newer, and you shut the engine off in the correct switch order (bottom one off/down first). Would not hurt...

I see the crack around the bolt hole. Heard this was a Cummins known problem with blocks up through 90'. Most likely to appear once power level increased beyond stock. Wonder if the engine is older than the truck.

Wanted to post a link to a well described method of injection timing check and adjustment, via the spill port method. This is decently written, and for a P7100 pump, but same method is used for the MW pump, or most any inline pump for that matter (A, P, MW, etc...)...

For the 8.3L, the most common coolant heater takes the place of a block freeze plug, above the starter. Quick and easy install. But a block heater won't do anything for fuel waxing (that I know of), if that is still your primary concern....
