Sounds fine at idle. Won't go over 20mph. Falls on its face and dies. Full throttle wasn't reaching the throttle stop. It was only going to 2000rpm in neutral at WOT.

Pressure distal to the filter is higher than it was prior to filter changeover to spin on.

I'd be tempted to split it out into two or more loads. This way you only have to run as much generator as you need.
It also allows for some redundancy of capabilities in case of failure. One genset failure won't deprive you of heat and light ...
Your first paragraph, that combination of features isn't plausible.
If it has the NH250 then it is an A0 or A1. It never had CTIS - that's only found on the A2s and the hubs are different.
Differences between A0 and A1 are minimal, aside from the wheels and tires.

If he was buying it for a toy, then I'd agree with you 100%.
What he wants is dependable primary transportation that is safe in a crash. A HMMWV just isn't the best choice given those requirements.
Those wheels are 939series combat wheels. They can't be dualled, nor is there a reason to want to until you go really really heavy. It's almost certain that you won't go that heavy with a standard 14' cargo bed.
The 14.00R20's won't safely fit on the original lock ring rims.

The tires themselves are probably rated 110psi or so.
The wheels and o-rings are rated 65psi if I remember correctly. So 65psi is the max that tire/wheel/o-ring can be inflated to without exceeding rating of some components.
