Is it possible that someone, at some point installed the arm on the carb upside down? causing the throttle to move backwards when calling for more throttle?
I'm not familiar with the unit so I have no idea if the arm will physically even go upside down, but I have seen people do silly things...

How sure are you that you got all the air out of the lines? Definitely sounds like some air in the fuel lines still.
Maybe you should try cracking the line at the injector again while its running and see if you get any more air out of the line to the dead cyl.??
