Restricting air should have the same effect as delivering excess fuel. Partially occlude the air filter.
I can't imagine why anyone would want to do this. Half the people who witness it will think "what an idiot!".... The other half will think "we need more laws!".... Neither is a reaction...
A clean title in one state does not guarantee a clean title in another state. The presence or absence of an offroad stamp on the paperwork isn't driving the restrictions: those states placing restrictions are restricting ALL of them. Those states allowing them are similarly allowing ALL of them.
It's worth going from DMV office to DMV office until you get one that's cooperative. My experience has been that the single largest variable is who you get behind the counter. I have no specific experience with Florida.

The single biggest variable in registering MV''s has in my experience been who you get behind the DMV counter. This plays a bigger role than written policy or black letter law.
Go to a different office. You'll likely be successful. OH has no prohibition on MV's to my knowledge.

I paid about $2500 to have a 5ton entirely sandblasted to bare steel and repainted with real CARC.
At the other end of the spectrum, a buddy and I changed his deuce from green to tan in an afternoon for under $200.
I'm a big fan of the house paint approach.
It may be camera angle, but the rear tires look taller than the front. Have a look at tire sizes.... size mismatch is a red flag.
