The VA law looks designed to relegate MV's to this severely restricted plate and that plate only. The state police have stated they'll fail any MV presented to them for inspection.

Trading filtering efficency for potentially more airflow will almost certainly not flow enough more air to make any perceptible difference. It will, however, most likely flow enough more dirt and grit to make a measurable difference...

So we learned several things here -
1) This action is certainly prompted by people registering hmmwv's.
2) The state of LA can't differentiate a 6x6 2 1/2 ton truck from a 4x4 hmmwv.

But this speaks to my comment earlier about the SF-97's. What if the amended bill passes, you get a matching title, but then Idaho DOT refuses registration because you don't have a copy of the SF-97? (I know that's not your intent, but as I read it, that's what the amendment could be...
I had a guy try to run tubes on the bolt together 5ton combat rims. It didn't work well - they were always getting perforated.
While the tires can be run with or without tubes, the 2 piece bolt together wheels are not designed to be used with tubes.
I realize a 5ton rim and an A3 deuce rim...
