This is why I use a wreker service to pick up my trucks , they know what they are doing. The times that I've picked up trailer my self they (GL x1 Army NG x2) have always done a good job of loading them for me with fork lifts.
Most of the truck fire extinguisher are "purple-k" per the dash 10. It a dry type compond. I think it's better than the ones you get at the big box stores, but not shure.
Just looked up purple-k and as i thought it is the most effective for fuel (class B) fires.
New Star parts are made by S and S truck parts http://www.sandstruck.com/quality/index.htm and I don't think there are chinese. Most of the dealers sell new star OD Iron, Teds ,Sam Winer. May be one of them can speak up on where they are made.

The TM says to tighten inner nut to 50 lb-ft then back off nut 1/16-1/4 trun per TM 9-2320-361-24-1 dated August 2006 and TM 9-2320-361-20 dated oct 1991
I've used new star seals with no proplems. on 2-3 trucks now and never had any thing like you said happen.can you post a pic maybe we can se some thing you are missing maybe.?.?.
