Start with what the manuals say to start with. Are both your batteries fully charged? Have them load tested to make sure they are good. Have you checked all the battery wires for clean connections and power? Have you read the troubleshooting section of the -20?

How fast are you going on the highway? Keep the engine below 2200 rpm and you should be around 20 mpg. Keep it below 2000 rpm and you should be up near 23 or more.

Sounds like you have it figured out. Mine will shift hard and late if I just ease up to 35 mph. If I am in the power, it shifts nice and smooth. The 1-2 shift is about like you describe.

If you had audible suction at the fuel filter. My first thought is the in tank pick up tube/sock is clogged up. Have you dropped the tank and gotten any goo out of there?
Do the above and check the condition of the rear battery. If it is bad, the starter won't turn very fast and all the load will go to the front battery.
