- Maybe GP collects all the revenue collected in this fashion, and then pays it directly to the U.S Treasury with a proviso to help off-set the national debt.

What a a terrific business plan though (I mean you know, if you're naturally crooked):

Do the regs tell you the orientation of the star (like whether the "leading point" goes one way or another), or is that all a judgement call?
Those suckers don't look anything like "Pick-Up-able".
Rollable maybe, but I can't see anybody actually casually plucking a wheel-and-tire like that off the ground (especially if those rims are steel).
I'm guessing 200 lbs. Does anybody know? What does one assembly weigh (+/-)?
