I think it can be done - but the reasoning for the rule is probably related to all modern civi wreckers use the boom winches for recovery as they do not generally have additional drag winches - which our ones have, with plenty of feet in that dept. So it might be worth getting a clarification...

Sounds like you should have all the info needed to fix your problem, though there are a couple of other things that potentially could be wrong however extremely unlikely........ There could be a build up of crud/foreign body in the slots that the sliding tensioner wheel moves in - not allowing...
