Fans like this are standard in Construction equipment and trucking that is 24V. Go to a real NAPA or truck pro or real hd store and they can fix you up with 24v dash fans in black or chrome.

There is a bypass tube for the winch for emergencies. I used to have a bunch but sold out. See if you can find one to check your system with out winch but I really doubt that is the issue. On epay occasionally.

When you hear the whine, can you turn the wheels easily?
If not, I suspect 2 problems.
A. Power stg pump going bad causing the whine if fluid level is ok and belt not slipping/ok.
B. Steering gear is leaking. Pitman arm seal are common to give out / leak especially on a vehichle that has sat up...
Standard Ignition makes a few different models that Rock or O'reilly can get for you.
