You can use modern commerical radial truck tires also with a radial tube instead of the old bias ply. Lots of surplus 11 x 20 out there and some 10 x 20.
I do not sell them directly but know someone selling radials close to New Orleans if you would like a referral.

Off road ok to use in the middle of no where. Downright scary for any interstate or street use over 20 mph. Quite a liability issue if you have an accident..... IMHO
My preference is the BFG baja's. Mine are load range D with excellent traction and wear plus a great ride with 35psi and run flats on 24 bolt wheels. YMMV.
I am not familiar with the hmmwv serpentine set up but I sold parts in another lifetime. If you had 8 rib pulleys, there is no way a 6 rib belt is going to hold up or even line up correctly for long time due to the shoulders not riding correctly. Maybe to get you off the highway but the PO did...
Southern Electric is a source for parts or rebuilt units assuming it is the stock 60 amp unit. The stock unit also fits lots of other series trucks so check the classifieds also.
But do your self a favor, basic troubleshoting should be load testing each battery first to make sure they are good...
Are those tires tube type?
If so, much easier to use a commercial civy tire with no tubes that can be serviced anywhere.
Most places Don't mess with tubes unless hd tire store.
I personally would not recommend using the older 8 stud rim with the older bias tires as it is not worth the one inch difference if that 36's vs 37's. Those tires are probably 10-15+ years old date codes as bias HMMWV and 8 stud rims have been out of favor for quite a while.

As stated, all older 8 lug non metric wheels should work. also common white wagon wheels at utility and boat trailer dealers will also work. These trailers are lug centric not hub centered so the diameter of the hub makes no difference.

Brakes not releasing seems to me to a one way check valve or one of the valves in the system as air pressure is sufficient at 118. I would start with the simple things. Check...
Bearings and seals are common civy items you can get at any parts store. Dive in and check them.
Could be as simple as checking spindle nut adjustment. Tire pressure low or tire issues could also be the culprit.
I went from a non armored front and top grill to both armored. Only made a 10 degree change for me and was not noticeable change in cooling system operation.
