Hello the governor adjustment procedure is in TM 9-6115-639-13&P, under page WP 0020. Hope this helps

On my unit it was caused by the mechanical governor speed control knob coming lose and shifted closer to the stop position. I fixed it by placing the mechanical governor speed control knob in START position and tightened. Sorry I left this out of last post.
