I don’t think you’re going to have much luck with that. After the epay lawsuit with multiple states and the on line thing. All auction sites collect sales tax , you have a better chance of getting your local gov to not charge tax.

The outside of the radiator is nothing compared to the inside. Corrosion that causes high temps is the inside passes clogged.

Those are too different styles of shackles. The one one the left looks like pre 1960. You should post in the parts wanted. I think I have like 10 sets with pins
